Questions
Is tLIB worth anything?
No. Testnet coins have no value. They exist so you can try Lib Wallet and test apps on Lib Testnet without spending real money.
How often can I ask?
Once every 24 hours for each address, and once for each internet connection. If you are early, the faucet tells you how long to wait.
Are lib1… and 0x… addresses different accounts?
No. They are two ways to write the same account. Lib Wallet shows lib1…; apps, the RPC and most tools use 0x. The faucet accepts either.
Why do blocks sometimes take a minute?
Lib Testnet makes a block every two seconds while there are transactions to include, and once a minute when it is idle. Sending coins wakes it up, so your transaction is included within about two seconds.
